Uno de cada dos argentinos, junto a dos tercios de las empresas argentinas, se ubican en las cinco regiones metropolitanas más grandes (Buenos Aires, Córdoba, Rosario, Mendoza y San Miguel de Tucumán). Como resultado, las ciudades juegan un papel muy importante en el camino hacia un desarrollo sostenible de la Argentina.

Sin embargo, un estudio reciente del Banco Mundial halló que las ciudades argentinas no se están beneficiando de las ventajas asociadas con la urbanización, como facilitadoras de economías de escala, fuentes de mercados laborales más eficientes y generadoras de conocimiento. Una urbanización demasiado extendida y de baja densidad, recursos municipales insuficientes y escasa coordinación y planeamiento, entre otros, han obstaculizado el potencial de las ciudades para promover la prosperidad económica y social.

En el centro de los desafíos urbanos del país se ubica el sector de la vivienda. Una de las preocupaciones principales es la asequibilidad, en especial en las ciudades más grandes, donde los salarios no han subido en línea con los precios crecientes de la vivienda. Como resultado, las deficiencias del sector, junto a la migración a centros urbanos, han derivado en la proliferación de asentamientos informales con acceso limitado a servicios básicos.

Se estima que el 18 por ciento de la población, o dos de cada once personas, habita en asentamientos informales, conocidos como “villas”, donde los niveles de pobreza pueden llegar hasta un 55%. Más aún, se estima que más de un cuarto de estos asentamientos tienen menos de diez años de antigüedad.

La pobreza generalizada, junto a la falta de servicios sociales en los asentamientos informales, representan obstáculos sustanciales al crecimiento inclusivo. Para poner en contexto, en promedio apenas un tercio de los adultos de 25 años que viven en asentamientos informales terminó la escuela secundaria, comparado con tres cuartos de los adultos jóvenes a nivel nacional. Más aún, la inseguridad laboral es cotidiana: el 76% de la fuerza laboral en los asentamientos informales del Área Metropolitana Buenos Aires carece de seguridad laboral.

Como respuesta, el gobierno argentino, conforme a su objetivo de pobreza cero, lanzó una estrategia para mejorar las condiciones de vida en las áreas urbanas. De manera específica, el Plan Nacional de Hábitat y Vivienda apunta a mejorar el acceso a la vivienda, así como reducir la proliferación de asentamientos informales. A lo largo de tres años (2016-19), este plan de US$6.400 millones respaldará a más de un millón de intervenciones en materia de vivienda, incluida la urbanización de 280 asentamientos informales.

El Banco Mundial está trabajando junto al gobierno para respaldar este Programa a través de dos proyectos de reciente aprobación: el Proyecto Integral de Hábitat y Vivienda y el Proyecto de Transformación Urbana del Área Metropolitana de Buenos Aires.

El primer proyecto apoyará el primer programa de subsidio a la demanda para vivienda de Argentina, conocido como Línea Solución Casa Propia que es parte del PROCREAR, la política pública que busca que las familias accedan a una vivienda de manera accesible. Este programa representa un cambio de política desde la entrega de viviendas públicas hacía un sistema fiscalmente más sustentable, que aprovecha el financiamiento del sector privado y el ahorro doméstico. Esto significa que los beneficiarios del programa recibirán un subsidio vinculado a una hipoteca, en gran medida adoptando los principios del ABC (Ahorro, Bono, Crédito, ver Imagen 1 más abajo) inspirados en un programa similar de Chile, que permitirá a las familias que actualmente no pueden comprar su primera casa, hacerlo.

Al mismo tiempo, el proyecto ayudará al gobierno en su esfuerzo por mejorar las condiciones de vida de alrededor de 18.000 hogares en asentamientos informales, proporcionando seguridad legal a la tenencia, un mayor acceso a servicios básicos, mejores espacios públicos e infraestructura comunitaria, reducción de los riesgos ambientales y fortalecimiento de los programas sociales.

El Proyecto de Transformación Urbana del Área Metropolitana de Buenos Aires apoyará la mejora de las condiciones de vida de alrededor de 48.000 residentes de barrios desfavorecidos en el Área Metropolitana de Buenos Aires (tanto en la Ciudad como en la Provincia), integrándolos al tejido urbano existente. De manera específica, el proyecto financiará mejoras en las viviendas y en los servicios básicos urbanos e infraestructura. La iniciativa clave dentro de este proyecto es la urbanización de la Villa 31 en la Ciudad de Buenos Aires, uno de los asentamientos informales más grandes y visibles del país. El proyecto apoya los esfuerzos de la ciudad por transformar esta villa en el Barrio 31. Además, el Banco Mundial, a través de una donación del Programa de Asistencia para la Gestión del Sector Energético (ESMAP, por su sigla en inglés), está brindando asistencia técnica para promover el uso eficiente de la energía, incluida la utilización de energías renovables, en edificios públicos, residenciales y comerciales existentes y proyectados, así como en infraestructura y espacios públicos.

 

La Villa 31 se ubica literalmente en el corazón de Buenos Aires, a poca distancia de los barrios urbanos de mayor actividad. Transformar la Villa 31 en el Barrio 31 le cambiará la cara a Buenos Aires y liderará el camino para la transformación urbana de Argentina.
